THE CALCUTTA SOCIETY FOR THE PREVENTION OF CRUELTY TO ANIMALS was formed on the 4th October, 1861 (i.e. 37 years after the formation of the Royal Society for the prevention of Cruelty to Animals in London) by the Late Mr. Colesworthey Grant. It was the first organization of its kind in ASIA and Lord Elgin, the then Viceroy of India, lent his powerful support by consenting to become its first patron. The Society had also the benefit of the full patronage of the then Govt. of Bengal. Meanwhile questions were raised in the Bengal Council about bringing an Act for prevention of Cruelty to animals into force.

The Corporation of Calcutta could not be persuaded to take up the responsibility except on their own terms and it was finally decided to entrust the Society with its own administration and the Act was put into operation with effect from October, 1926. Till then it was an unregistered body.

On the 17th November, 1932, the Govt. appointed a Committee consisting of 9 members under the chairmanship of Mr. Justice H.G. Pearson to examine as to how the working of the Society could be improved. Though the Pearson Committee noted along with its other recommendations that the Society should be registered under the Society’s Registration Act (Act XXI of 1860), it was registered much later i.e., on the 5th February, 1954. Three years later, the rules of the Society were thoroughly revised and passed in the Annual General Meeting held in March, 1957. Since then some further amendments have been made to suit the circumstances and to render better service to animals.
